.BACKGROUND.

Bob Velseb is a serial killer who was trying to kill Lila but was distracted when Skid reminded Lila that it was spooky month and she gave him a candy. He began doing the spooky dance and was then arrested by Jack and John.
Later, Bob stood in front of Lila’s house. He entered and tried to kill her again. He ended up failing and then went to kill Skid and Pump. He doesn’t succeed here either, and he was then presumably shot and killed by Jack and John.
